I'm looking for a copy of A. O. Austin, A Laboratory for Making Lightning (paper presented at the International High Tension Congress, Paris, 6-15 June 1929). I can't find it in JSTOR. After a protracted argument on the Dyson sphere talk page that seemed to be going nowhere, I decided to consolidate and restate the basic issues concerning this section in general, and one particular instance that has proven especially vexing, as I see them.
