Actually, both accounts Diyako and the "new" username Xebat exist. It appears that Diyako was never actually renamed to Xebat, rather just created the new username and redirected the user page. As such, the old Diyako account still exists in the system and you can't be renamed over an account that exists and has edits. There is one alternative, however. If you can get Xebat/Diyako to request that their Diyako account be renamed to anything else, the name would then be free and you could request it.
