Similar case to Peter Igesumai and Paul Cantero. Has been capped twice in friendly games for a country that isn't recognised by FIFA or Caribbean Football Union or CONCACAF so doesn't pass WP:NFOOTBALL, at least not in the spirit in which the guideline was intended anyway.
Marginal cases need a WP:GNG pass. This article has a large number of references but some of them don't mention Maxor at all and the rest are only trivial mentions of him. ProQuest has no hits and redirects to 'Anthony Major'. A French search only comes up with profile pages on Companies House-style websites about a business that he started in 2019.
