English: Photograph of Thirteenth disctrict councilman Carl I. Jacobson and wife, Rose, during courtroom proceedings in his trial for violation of the moral code. Councilman Jacobson was charged with resorting to a room for immoral purposes. He was later acquited, and freed of charges. Later, he was proved to have been framed.
