Comments following New Page Patrol review. This appears to be an article written by a member of the project describing what they (and maybe others) and going to do, possibly a writeup of their PhD proposal although it may also be just a condensed form a funded project proposal. (The initial author has previously declared a COI.) As a description of a research project this fails notability, see WP:FUTURE. I am going to first tag it to let the author try and establish true notability from secondary sources (by others) which discuss how this project has already uniquely contrubuted.
