:::You are right, the caption is describing two countries and the place which is on the border of those two countries. Mentioning two sovereign states helps readers understand what are they reading. Also, Serbia was not a region within Yugoslavia but a [[Republic of Serbia (1992–2006)|republic]] with it's own president, prime minister, ministers and government.
