Francesco Moraglia (born 25 May 1953) is an Italian prelate of the Catholic Church. He has been Patriarch of Venice since 31 January 2012. He has been a bishop since 2008.

He was born in Genoa, the provincial capital and archbishopric, on May 25, 1953. His father Enrico, died on February 19, 2012,[2][3][4] was a Genoese lawyer; his mother Elena Cazzaniga, died on 19 January 20,[5][6] originally from Villasanta in Brianza,[7] had a degree in literature at the Catholic University and left teaching in a high school to devote herself to her four children.[8]

Formation and priestly ministry[edit]

He attended the archiepiscopal seminary of Genoa.

On 29 June 1977 he was ordained a priest in Genoa by Cardinal Giuseppe Siri.

In the two-year period 1977-1979 he worked as educator and accompanist of theologians (III-IV-V theology) at the Major Archiepiscopal Seminary.[9]

In 1979 he was appointed assistant pastor in a parish in the city center, a position he held until 1988.

After obtaining a licentiate at the Pontifical Urbaniana University in Rome, since 1979 he has been teaching dogmatic theology at the Genoa section of the Theological Faculty of Northern Italy. In 1981 he obtained a doctorate in dogmatic theology at the Pontifical Urbaniana University. Since 1986 he has been teaching Fundamental Dogmatic Theology and Sacramental Theology at the Ligurian Higher Institute of Religious Sciences, an institute of which he was dean from 1 December 1994 to 2007. In 1989 he also took up the position of professor of Christology, Anthropology and Sacramentary at the Genoa section of the Theological Faculty of Northern Italy. In 1995 he was elected president of the diocesan commission for the pastoral problems of alternative religious movements and sects, while in 1996 he was appointed director of the diocesan office for culture and university.

Since 2003 he has been a consultant to the Congregation for the Clergy.

From 2004 to 2007 he was effective canon of the chapter of the cathedral of San Lorenzo, appointed by Cardinal Archbishop Tarcisio Bertone.[9]

Episcopal ministry[edit]

On December 6, 2007, Pope Benedict XVI appointed him bishop of La Spezia-Sarzana-Brugnato;[10] succeeds Bassano Staffieri, who retired due to his age.

On 3 February 2008 he received episcopal ordination, in the cathedral of Genoa, from Cardinal Angelo Bagnasco, archbishop of Genoa, co-consecrating Archbishop Mauro Piacenza, secretary of the Congregation for the Clergy (later cardinal) and his predecessor Bassano Staffieri.

On 1 March he took possession of the diocese.

In 2008 he inaugurated the practice of diocesan Marian pilgrimages on the first Saturday of the month. The tradition was explicitly referred by him to the prescription of the first of the Secrets of Fátima, to dedicate the first Saturday to the Reparatory Communion.[11] On 10 January 2010 he announced his pastoral visit, while between 23 and 24 April of the same year he presided over the two diocesan days on the educational challenge.

From 23 April 2010 to 2013 he was Chairman of the Board of Directors of the "Communication and Culture" Foundation[9] of the Italian Episcopal Conference, on which TV2000 also depends.

In October 2011, in the days of the flood of La Spezia and Lunigiana, he canceled all commitments on the agenda and personally traveled all the flooded areas. Temporarily closes the Episcopal Seminary of Sarzana and sends seminarians to help the populations affected by the serious calamityà.[12][13]

In 2012 he instituted perpetual adoration in the chapel of the Crucifix in the church of Santa Maria alla Spezia.[citation needed]

Patriarch of Venice[edit]

On 31 January 2012 he was appointed Patriarch of Venice by Pope Benedict XVI[14] he succeeds Cardinal Angelo Scola, previously appointed metropolitan archbishop of Milan. With the patriarchal title he assumes the office of metropolitan of the ecclesiastical province of Venice, the office of grand chancellor of the Faculty of Canon Law "San Pio X" of Venice, and the honorary title of primate of Dalmatia. He is the first Genoese to sit on the seat of San Lorenzo Giustinian.[17] Since 29 May 2012 he has been president of the Triveneto Episcopal Conference[18] consequently he is grand chancellor of the Theological Faculty of Triveneto which is based in Padua. Reconfirmation as president of the Regional Bishops' Conference in the following two terms (16 May 2017)[19] and May 10, 2022[20][21][22]) it is "the result of a broad support on the part of the bishops to the Patriarch who over the years has conducted the work of the CET in the name of communion and continuous confrontation for a journey together of the 15 Bishops of the Triveneto".[23]

On June 29, 2012, he received from the pope the pallium of metropolitan in St. Peter's Basilica in the Vatican.

On the following 18 September he was appointed Synodal Father of the XIII Ordinary General Assembly of the Synod of Bishops on "The New Evangelization for the Transmission of the Christian Faith"".[24]

Sober style both as far as his person is concerned[25][26][27][28] and for the administrative costs of the diocese for which they operate a strong containment, disposing in the spring of 2013 the diocesan seat of Calle degli Albanesi[29] and radically downsizing, in July 2014, the Marcianum Foundation established by his predecessor Angelo Scola,[30] first he asks for "an urgent examination of conscience" to the city and the Church of Venice,[31][32] then it closes all relations between the Marcianum foundation and the Consorzio Venezia Nuova, the company involved in the Mose scandal,[33][34][35] finally drastically reduces the activity of the Marcianum after having had the approval of the Secretariat of State and therefore the endorsement of Pope Francis by relocating employees in companies in the Venetian territory with a stable and definitive job.[36][37] As part of this downsizing, on December 15, 2015, the Marcianum Press publishing house was sold to Edizioni Studium di Ro[38][39] (fondata nel 1927 da Giovanni Battista Montini).

He soon established the practice of "weekday visits" to each of the 128 parishes of the lagoon diocese[40][41] which begins the week after its entry and completes in December 2014,[42] celebrating Mass and meeting the faithful in the daily life of the weekdays[43][44] It establishes, as already in La Spezia, the practice of diocesan Marian pilgrimages on the first Saturday of the month. On October 26, 2013 he started the mission of street evangelizers giving eighty boys the mandate to reach the pockets of greatest degradation of the diocese.[45][46][47]

It dedicates particular pastoral care to those in conditions of greater fragility, both personal (young people, prisoners, women victims of violence) and linked to the economic crisis that profoundly marks the diocesan territory[48][49][50][51][52][53] and strengthens the structures of Caritas.[54]

On May 17, 2014, he celebrated the funeral of Patriarch Emeritus Marco Cé whom he had followed during his illness and to whom he had given plenary absolution the night before his death.[55][56][57]

In 2016 he reorganized the patriarchate, giving life to the new 40 "pastoral collaborations" in which the 128 parishes present in the territory are divided, calling all the communities to join forces and help each other according to a criterion of geographical proximity.[58] In fact, on March 18, 2016, during the Chrism Mass of Holy Thursday, he presented and delivered to the priests of the patriarchate the pastoral letter If the Church does not assume the sentiments of Jesus: in it he collects and relaunches the reflection that has engaged the patriarchate for four years on the theme of "pastoral collaboration", that is, "a pastoral alliance between parish communities" in order to safeguard and strengthen the vital areas of pastoral action and to undertake new ways to respond to new and inedit.[59][60]

On 13 April 2017, during the Chrism Mass of Holy Thursday, he presented and delivered to the priests of the Patriarchate the pastoral letter Meeting to the Risen One, with which he announced the first pastoral visit, which will begin in autumn 2017, and points out the need to "refocus everything on the essential of the Gospel" and noting that "our time is characterized by a lighter ecclesial reality and less linked to structures",also through a "wise equalization" between the communities and that the pastoral visit could beneficially provoke. It invites, therefore, to continue the renewal of the Venetian Church through ever more missionary communities, in communion and "going forth".[61][62]

He dedicates his four pastoral letters to social issues: I know in whom I have placed my faith (14 October 2012)[63],, The Christian faith in a context of widespread secularization (2 February 2013), Invitation to the Social Doctrine of the Church (1 May 2013),[64][65] Family and city of men. Society, work and the common good (15 October 2013)(15 October 2013).[66][67][68]

Following the flooding of the acqua alta, an event designated with the name of "Acqua Granda", which struck Venice on the night between 12 and 13 November 2019, is present in the streets and squares of the city and in the islands of Murano, Burano and Torcello, to visit the people affected by the exceptional tide and opens the seminar to accommodate those in need and strengthens the Caritas structures in the area.[69][70][71][72][73][74] He asks for a special statute for Venice that recognizes its uniqueness and its fragile reality and points out that it is necessary to rethink the city, reduced to 65 000 inhabitants, which is depopulating and whose small space affects more than 28 million tourists a year, favoring residentiality, young couples, children and the elderly.[75][76][77][78][79][80][81][82][83] In an open letter he thanks the many young people who in those dramatic days spontaneously converged in the city and helped people in difficulty, giving them the name of "Angels of high water" and recalls how he too as a student in Genoa, in the flood of 1970 shoveled mud in his city.[84][85]
