While the target name may not be free on Mongolian Wikipedia, I think this generic refusal is a little hasty. It has not been established that Claritas is ineligable for cleanstart "The committee didn't forbid a clean start. An arbitrator, of his own volition, stopped it in its tracks once it had happened." Secondly, and more importantly, Claritas has been advised to instead simply change name. If this means Claritas can become a productive editor then we should support it. The alternative is that either Claritas leaves the project or does something silly. I think you can be pretty sure that both Carrite and I would be keeping an eye from time to time, though I shouldn't speak for Carrite, and I suspect a few others would too. The reason that I made this request was because I received the notification of the Single User Login finalisation you mentioned and I was afraid that I would lose my username simply because there are some inactive accounts on other Wikimedia projects that also use the username "Neelix". Are you saying that, if I just leave everything be, I will retain the "Neelix" username on Wikipedia and my account will be unified as "Neelix" across all other Wikimedia projects? I have followed the instructions, but the system won't let me merge with commons.wikimedia.org, de.wikipedia.org, fr.wikipedia.org, hu.wikipedia.org, ru.wikipedia.org, and sv.wikipedia.org because other people started those accounts and I don't have their passwords. When I had previously requested usurpation, at that time also I had forgotten password. There was no use of telling so for the fear of sockpuppetry. However, an account by the same name already exists on huwiki (active, 11646 edits). That user is entitled to the name across all projects in accordance with unified login finalisation. unified login finalisation is not much clear about such situation. It is essentially saying that if I have username 'Neo' on en-wiki with X edits and if user:Neo on hu-wiki have Y edits and if X<Y then my en-wiki username 'Neo' would be renamed to make it free for hu-wiki user. If that hu-wiki user claim 'Neo' username in future, you can usurp it for him as per SUL policy. I will not have any objection. Until then I deserve this username. My request is almost 6 year old and en-wiki is my homewiki. If I edit wikipedia just to increase number of edits to claim that username then it would be inappropriate. Single login finalisation is going to happen and is only a few months away. I will not perform a rename that will create a further conflict to be resolved.
