I think what Demize means is that there are users with the name Cliff on a number of projects. They will need to be renamed individually by bureaucrats from each of those wikis if you want the name on very project. As most have made zero edits, this shouldn't be a problem - just a bit time consuming making all the requests. You don't need to have the name on every project though, if you create a SUL after being renamed, that will give you the name on every project where it isn't already taken.
