You probably should drop the "federal government" from the first sentence, as Wikipedia is international and there are tons of federal governments. I have taken the stuff in the table in your Eberstadt Report article (and the related articles) and turned it into a navbox template which could be used at the bottom of all the related articles. At the moment it is in my sandbox at User:Ukexpat/Template:US Intelligence Reform Attempts 1947-2005. Please take a look at let me know what you think.
