I saw that you asked on IRC about what is the "real problem" with the article you submitted, now at Draft:Gagik Shmavonyan.

The reviewer's comments strike me as being quite clear. The draft is not formatted as a Wikipedia article and does not contain any references. Perhaps you should take a look at WP:Your first article and WP:Referencing for beginners as two tutorials that can help you get started.

You should understand that creating a new Wikipedia article is a very difficult task if you are a new Wikipedia editor.
