The quote was written in 1916 by engineers, so there is no particular reason to doubt the accuracy of the quote. I took a look at the article on Poland#The Age of Partitions, and modern Poland didn't exist in 1916. Unscintillating (talk) 23:02, 2 July 2013 (UTC)[reply]
