Procedure
Once you find an article that it appears should not have been deleted, investigate why it was deleted. If it was through Articles for deletion (AfD), do not re-create immediately. If it was deleted through PROD, and you find sources and information that you believe will make a good Wikipedia article, take it to WP:DRV. If the article is in a PROD, try to find information that will save it from deletion.
You may be able to find copies of deleted articles for review at deletionpedia.org, which routinely archives Wikipedia deletions.
