The Prime Cabinet Secretary is a new post in the Government of Kenya, created on 27 September 2022. It is equivalent to the position of Prime Minister of Kenya in a semi-presidential system of government.
History
The first Prime Minister of Kenya was Jomo Kenyatta, who became Prime Minister in 1963. In 1964, Kenya became a republic, the post of Prime Minister was abolished and Jomo Kenyatta became President. Following a power-sharing agreement in February 2008, the role was recreated that April and held by Raila Odinga. The position was again abolished by the 2010 Constitution after the 2013 elections.
The proposed 2021 constitutional referendum would have decided whether to constitutionally reestablish the office.[1][failed verification] The process of the proposed amendments to the constitution, was declared unconstitutional by the Supreme Court of Kenya On 31 March 2022. The court upheld the High Court's verdict that stated that, "The Constitution Amendment Bill of 2020 is unconstitutional," because former President Uhuru Kenyatta "initiated the amendments through his creation of the Presidential Taskforce on Building Bridges to Unity Advisory, and vocal endorsement of the legislation crafted based on their findings". The court stated that the process by which the referendum was formed was unconstitutional and barred the Independent Electoral and Boundaries Commission from proceeding with the referendum.
Musalia Mudavadi was appointed to the position of Prime Cabinet Secretary on 31 October 2022.[2]
Functions
- Assist the President and the Deputy President in the coordination and supervision of Government Ministries and State Departments.
- In liaison with the Ministry responsible for Interior and National Administration, oversee the implementation of National Government policies, programs and projects.
- Chair and Coordinate National Government legislative agenda across all ministries and state departments in consultation with and for transmission to the Party/Coalition Leaders in Parliament
- Facilitate inter-ministerial coordination of cross-functional initiatives and programmers.
- Coordinate and supervise the technical monitoring and evaluation of Government policies, programs and projects across Ministries.
- Perform any other function as may be assigned by the President.
