Summary

This is a Cedar Wax Wing that I saw one day. This is the only time I've ever seen them in my area in Rockwall, TX, USA. From reading on the internet, it seems that these are migratory, and were moving through the area. What brought my attention to them was the entire flock was making little "peep" sounds...which I had never heard before. So, I ran inside to grab the camera and was lucky enough to capture the bird before it flew away.
