The Hungarian National Bank (MNB) issued a decree, which permits all forms of Hungarian banknotes and coins which cannot be misidentified as the original (with the most important factor being the use of the same material as original) be exempt from under the anti-counterfeiting laws, without further restrictions. (See 2/2010. (I. 28.) MNB rendelet, 3/2010. (I. 28.) MNB rendelet).
MNB also issued a license for those banknotes they directly own the copyright (see this list) releasing them for free and unrestricted use (within the limits of the anti-counterfeiting laws). (This includes most of the notes released after 1983.)
