Rui Mangueira - November 2022

Rui Jorge Carneiro Mangueira, born in Luanda on November 13, 1962, is an Angolan citizen and a University Professor of Public International Law in Angola.

Currently works as an Independent Administrator for the Board of Directors of Banco Yetu[1] in Angola (since 2024)..[2]

Also the founder of the Academia de Liderança e Gestão de Luanda,[3] a center for executive formation in Luanda (launched in 2023).[4]

He no longer hold any political or top management positions in the public sector of Angola since 2019.

Education[edit]

He holds a Master's degree in International Economic Law from the University of Warwick, United Kingdom, and a Bachelor's degree in Law from the Agostinho Neto University. He also has a Postgraduate degree in Management from Nova SBE - Lisbon. Additionally, he has attended numerous professional training programs.

Career[edit]

Diplomacy[edit]

He is a Career Diplomat, holding the rank of Ambassador of the Republic of Angola. He entered the diplomatic career in 1987. He served as Consul General of Angola in Dubai (2004–2008), Extraordinary and Plenipotentiary Ambassador to the United Arab Emirates - Abu Dhabi[5] (2008–2010), Extraordinary and Plenipotentiary Ambassador to the United Kingdom (2018–2019), and Chargé d'Affaires and First Secretary in London (1992-94).

Ministerial[edit]

He served as Minister of Justice and Human Rights (2012-17)[6] and Secretary of State (Vice Minister) of Foreign Affairs (2010-12). He was a member of the Superior Council of the Judicial Magistrature of Angola (1999–2004).

Foreign Affairs[edit]

He held various positions (1990–2002) in the Ministry of Foreign Affairs, including Acting Director of the Directorate of International Organizations, Director of the Directorate of Regional Economic Integration, Director of the Directorate of Legal Affairs and Litigation, and Coordinator of the Legal Affairs and Treaties Section. He was involved in various negotiations representing the government in international conferences, as well as direct negotiations with other governments. He led the Angolan team of consultations with the Permanent Members of the UN Security Council when Angola was a non-permanent member of the Security Council. He participated in international conferences at the United Nations, including the General Assembly and the Security Council, African Union, and SADC.

He also served as the Chairman of the Permanent Committee of Senior Officials at the Ambassadorial level of SADC from 2001 to 2003.

Banking[edit]

In more recent year, after leaving the public sector, he has worked in the banking industry as Chairman of the Board of Directors of BFA - Banco de Fomento de Angola[7] (between 2020 and 2023)[8]

Contributions[edit]

He is a member of the "American Society of International Law" since 1994 and has authored several monographs on Public International Law, International Treaties, UN Peacekeeping Forces, and Economic Law.
