  • Appalachian College Association The Appalachian College Association is a non-profit consortium of 35 private four-year liberal arts institutions spread across the central Appalachian Mountains in Kentucky, North Carolina, Tennessee, Virginia, and West Virginia. Collectively these higher education institutions serve over 54,000 students.

The Association helps develop and share ideas, information, programs and resources to achieve its goals, which include promoting cooperation and collaboration among its member institutions to serve the people of Appalachia through higher education and related services. The ACA functions independently of any one institution to serve all its members.

More important than who we are is what we have done and what we expect to do. Our primary efforts are directed toward strengthening our faculty by helping them stay current in their subject matter through graduate and post-graduate study and research; giving students research experiences that supplement their basic academic courses; and encouraging each institution to reach out in service to its community and region through a variety of programs.

The ACA developed from a grant-funded project at the University of Kentucky over a 10-year period between 1980-1989. In 1990, the ACA became an independent organization, and in 1993 became its own tax-exempt classification under Section 501(c)(3) of the 1986 Internal Revenue Service Code. The ACA's purpose is exclusively educational under this designation. Governance is by a board comprised of member institutions presidents and an executive committee, which is elected by the board each year.

Six research universities in the region (University of Kentucky, University of North Carolina, University of Tennessee, West Virginia University, University of Virginia, and Virginia Tech) are affiliated with the ACA. These institutions assist the ACA in reviewing grant and fellowship applications, conducting workshops and providing technical assistance.

The assets of the ACA have grown from less than $1 million to over $30 million due primarily to the generosity of the foundations that have continued to fund its programs to benefit central Appalachia.

The SDPOA also aids members and their families in sickness, distress and death, and strives to improve social relations and welfare among the members.The precursor to the San Diego Police Officers Association was officially incorporated on August 5, 1953 as the San Diego Police Relief Association after having been originally established in 1912. In 1953, the purpose of the Relief Association was to “create and maintain a Police Relief Fund for the protection, care and relief of its members in distress through injury, sickness or death; to promote and maintain a feeling of friendship and fraternity among its members; to promote the individual and collective welfare of the members and to defend and preserve the rights of the members to a fair and secure retirement and pension system.” The Police Relief Association Articles of Incorporation were amended in 1962 to re-name the association to the San Diego Police Officers Association, Inc. as it is known today.

In 1912, two San Diego Police Officers had been shot in the line of duty responding to a bank robbery in progress. Back then, officers were the hook for their own medical bills. Local businessman John D. Spreckels, owner of the San Diego Union, stepped up and donated $250 for the injured officers’ medical bills. Mr. Spreckels, felt it was an injustice that officers who were protecting the community had to foot their medical expenses. So he used newspaper to solicit additional donations to the fund. It was the birth of the San Diego Police Relief Association!

On August 5, 1953, the Police Relief Association officially incorporated with the purpose to “create and maintain a Police Relief Fund for the protection, care and relief of its members in distress through injury, sickness or death; to promote and maintain a feeling of friendship and fraternity among its members…” In 1962, the Police Relief Association Articles of Incorporation were amended to re-name the association the San Diego Police Officers Association, Inc. as it is known today.

Board of Directors Officer Brian R Marvel – President

Brian-R-Marvel Brian Marvel joined the San Diego Police Department in 1999. He served ten years in patrol operations at several divisions. He currently works in the Wellness Unit and is the Military Liaison officer for the department. His special assignments included the Bravo Team and eight years as the Terrorism Liaison Officer for Western Division. He is a veteran and an adjunct professor at the San Diego Regional Police Academy. Brian spent one year (2005-’06) in Fallujah, Iraq recruiting and training the newly reformed Iraqi Police.

Brian is the President of Californians Against Slavery, which spearheaded the passage of Prop 35, the Californians Against Sexual Exploitation Act, which was the most successful ballot initiative since the CA began the process in 1914.

Brian was elected to the board in 2006 and 2009. He ran unopposed in 2012. His term expires in January 2015. He was elected president in January 2009 and re-elected in 2011 and 2013. Each term is two years.

Brian currently co-chairs the Litigation Committee and is an ex-officio member for all SDPOA committees.

Jack Schaeffer joined SDPD in 1989.He has worked as a patrol officer at Eastern Division and Mid-City Division. He worked on Northern Division Juvenile Services Team and the Summer Beach Team. Tom Bostedt joined the Department in 1986. He has served as a patrol officer in Central, Western and Southern Divisions. He is currently assigned to Eastern Patrol Division. His special assignments include 10 years as a field training officer, four years as a SWAT officer and four years in the Training Division. In addition to his service to the SDPOA, he is president of the San Diego Police Athletic Federation.

Tom was elected to the board in 2000, 2004, 2007 and 2010. His term expires in January 2017.

Tom chairs the Member Relations and Labor Management committees and serves on the Legal, Public Relations, Special Events/Scholarship and PAC committees.

Officer Terry Hoskins – Treasurer


Terry Hoskins started his career with the San Diego Police Department in October 2008. He has worked as a patrol officer at Mid-City Division since completing Phase Training in July 2009. His special assignments include the Mid-City Bicycle Enforcement Team. He is currently the Community Liaison Officer for the 820’s Service Area, serving ten communities within the City Height Communities. He was elected to the POA Board in January 2015 and is chair of the Budget and Finance Committee. His term will expire in January 2019.

Jim Mackay has been a police officer for 26 years, the last 16 as a Detective. As an officer, he has worked East San Diego when it was part of Eastern Division and Southeastern. Jim was promoted to detective in 2000. As a Detective Jim worked Vice, Narcotics, Gangs NTF and is currently assigned to the Special Investigations Unit (SIU). Paul Paxton joined the SDPD in 1986. Sergeant Mike Pidgeon – Director

Mike Pidgeon was born and raised in San Diego and graduated from SDSU before starting his career with the San Diego Police Department in 1993. After completing training, Mike was assigned to Eastern Division where he worked in patrol and as a member of the bicycle team before being selected to become a Field Training Officer. Mike returned to patrol and transferred to Central Division in 1999. Mike’s assignments at Central Division included patrol in the Logan Heights Service Area, Crime Suppression Team and C-Squad. Mike previously was an instructor at the San Diego Regional Training Center teaching firearms and law enforcement information systems.

Mike transferred to the Canine Unit in 2005 where he patrolled the entire city with “Matez”, his assigned Police Service Dog. He was promoted to Sergeant in 2007 and was assigned to Northwestern Division. Mike transferred to Central Division in 2011 before returning to the Canine Unit as a supervisor in 2012. His current partner is a German Shepherd named “Flash”.

Mike is active in the San Diego Irish community and is a member of the Friendly Sons of Saint Patrick and also serves as Secretary/Treasurer of the San Diego Law Enforcement Emerald Society.

Mike was elected to the POA Board in 2011 where he served as treasurer before being re-elected in 2014. He is currently chair of the Memorial Committee and liaison with the Concerns of Police Survivors. His term expires in January 2018.
