User:Simonsteuer93 is another user who was also trying to update wikipedia data on the same portal, but we are not the same person. For future edits, I will make sure to only use the later account for editing articles where a potential COI may arise.

You know, you say something similar at User talk:Ha6arIs, and I don't fully understand it here or there. You are acknowledging that you created this account (OP-Hag) and Ha6arIs. I got that. OP-Hag is your "personal account", which is meaningless from a Wikipedia perspective, and Ha6arIs was created to declare a WP:COI. The problem is that you did not declare a COI, which, if you read the policy, explains how to do that. Also, you do not need to create two accounts to declare a COI; one is enough. Finally, given your COI, you are not allowed to edit the portal article - or any other related article - directly. You have to suggest changes on the article Talk pages. You can create a draft, provided it doesn't violate Wikipedia's policies in some other way. I'd like you to confirm that my understanding of what you've done is correct; if I've missed something or got something wrong, please tell me. Yes your understanding is correct. Being a new editor I didn't realise that creating a new user to declare the COI was superfluous and also noticed, as you did, that I did not manage to declare the COI correctly. I believe I cannot do this at the moment as my account is blocked :-( but will do so once unblocked. Also yes indeed Simonsteur93 is a colleague. We had a discussion because he was trying to rename and change the description of the older portal but this was rejected whereas I suggested to create a new article because, in my opinion, the scope of the two portals is significantly different.

To give a quick reference, the European Data Portal (which now redirect to the new one) can be seen on the web archive: https://web.archive.org/web/20200330094630/https://www.europeandataportal.eu/en while the new portal is publicly accessible at https://data.europa.eu/en. It is one of the biggest open data portal around (more than 1.4 million open datasets). Because there is quite some general confusion regarding the two portals and having a "privileged" position working for the EU Office that manages it and good knowledge of the history and evolution of both, I was hoping to help clarify the issues by submitting the draft article Draft:Data.europa.eu before my accounts were blocked. I do understand there is a potential COI here but can reassure that my position allows me to be critical when needed and that the portal is a public service open for free to the public and that no financial or publicity interests can be implied. Please note that this account is indeed of the same person as @Ha6arIs and so if you decide to maintain the block of @Ha6arIs I would understand, although the two account were not created as sock-puppets but rather due to a misunderstanding on my part. The main issue is that he account which triggered the blocks, namely @Simonsteuer93, belongs to a different person and no sock-puppeting was involved. I'm sure you can understand that using two separate accounts to edit the same Wikipedia article looks a lot like an attempt to deceive other users. I've read through your comments above however, and would be willing to consider your unblock request, but before I do that I'd like to clear up a few details. Above, you say that you are employed by the institution that manages European Data Portal, is that correct? If so, I'd like to understand whether you are editing Wikipedia as a part of your job, or whether you are doing it as a hobby in your spare time. Please just tell me the truth - neither is completely forbidden, but the distinction is important and knowing your situation will allow me to give you accurate advice about how to edit within our guidelines (and how to comply with the terms of use of this website). Dear @Girth Summit, Thank for taking the time to look at this. Yes I work for the EU body that manages the European open data portal and editing the article is related to my job although I was not requested to update wikipedia by anyone. It was rather my own initiative to edit my colleague's (@Simonsteuer93) entry because I was hoping to give more factual information and avoid appearing self promotional. I used this account when editing while at work and my other account (@Ha6arIs) in my spare time. My two main errors were (1) creating a new account for doing so, and (2) having failed to declare a COI (this was a newbie error because I thought I did but can see this is not declared in either one of my profiles). OK, I think that I'd be willing to unblock one of your accounts, provided you undertake to abide by the following:

• you declare your COI with that article, and any other articles you intend to write about;
• you stick to one account in future;
• you use edit requests to propose changes to articles that you have a COI with, rather than make the changes yourself. You are welcome to write up proposed text in your sandbox, and then make a request along the lines of 'please replace the current text (whether that's the whole article, or a paragraph, or whatever) with the text and references in my sandbox'.
