Lucy Wicks (Australian politician) does not belong in Category:New South Wales Liberal politicians, but in Category:Victoria (Australia) Liberal politicians - even though she is from NSW. Although you were correct that it had been released under a Creative Commons license, the license specified that the images were for non-commercial use only, [1], which isn't compatible with Wikipedia's requirements for free images.
