He has been associated with such initiatives as Delhi–Lahore Bus and India Shining.[2] He has helped former Indian Prime Minister Atal Bihari Vajpayee write his speeches.[1] A 2008 Outlook article describes him as a strategy man for Lal Krishna Advani.[3]

Kulkarni resigned from the BJP in 2009.[4] He has subsequently been implicated in the 2008 cash-for-votes scandal and in July 2011 it was announced that he had been questioned by police investigating the affair following an inquiry by parliament.[5]
