He began working in 1999 as director Legal Affairs Department and moved to the Directorate of Regional Economic Integration in 2000 serving as director. In 2004, he was appointed consul general of Angola in Dubai, United Arab Emirate before being appointed ambassador extraordinary and plenipotentiary of Angola to United Arab Emirates in 2008. Rui Jorge Carneiro Mangueira, born in Luanda on November 13, 1962, is an Angolan citizen and a University Professor of Public International Law in Angola.

Currently works as an Independent Administrator for the Board of Directors of Banco Yetu[1] in Angola (since 2024)..[2]

Also the founder of the Academia de Liderança e Gestão de Luanda,[3] a center for executive formation in Luanda (launched in 2023).[4]

He no longer hold any political or top management positions in the public sector of Angola since 2019.
