He may not realize he can recover his account with the committed id. If he knows the key, then he can recover his account, if he doesn't know it, then there is no way to prove he is connected to the account and an admin is not likely to grant the tools on that premise. I'm a responsible user with reviewer and rollbacker rights. I am one of few users who typically create Iran-related articles. Note that I have an old account which I created in 2007 but currently I don't use it due to privacy problems. I created 46 articles with that account and with this one I've created 22.
