• Establish personal contact with members of the TWG-SES and other key partners for the

• Discuss in detail the activities on safeguards that are planned for 2017
Preparatory meeting with PMU
The mission began with a preparatory meeting at the Myanmar UN-REDD PMU Office with Franz, Khin Hnin and Min Soe. We
discussed plans for key activities including the sub-national consultations on proposed policies and measures (PAMs), and
recruitment of a national safeguards consultant, finalising the ToR for this position. We went through the agenda for the pre-
meeting and Roadmap Workshop, and prepared materials.
TWG-SES meeting
The TWG-SES met during a ‘pre-meeting’ to the Roadmap Workshop. 15 members (4 women) of the TWG-SES joined the
meeting, and it was noted that some members change depending on staff availability (see Annex 1 for participants list, Annex
2 for agenda). Following welcoming remarks and introductions, we provided an introduction to REDD+ safeguards, the
country approach to safeguards, and the Country Approach to Safeguards Tool (CAST). The participants split into two working
groups, and then worked through CAST, providing information on safeguards activities already done/underway, prioritising
new activities and suggesting timeframes.
We discussed the Roadmap Workshop agenda and the TWG-SES suggested a number of changes and improvements. The final
topic for discussion was the draft stakeholder engagement plan, with comments provided by the TWG-SES. Clear messages
from the pre-meeting included: more capacity building on safeguards would be appreciated by the TWG-SES; examples from
other countries are valuable for illustrating and explaining the safeguards work; the TWG-SES would prefer to be involved in
organising such workshops from an earlier stage.

Roadmap workshop
The Roadmap workshop took place over two days and involved 60 participants (20 women) from various government
departments and civil society organisations (see Annex 1 for participants list, Annex 2 for agenda). The objectives of the
workshop were to: build understanding of the REDD+ safeguards and their relevance to REDD+ in Myanmar; take stock
of existing initiatives and activities related to the safeguards; and jointly develop a roadmap for the development of
Myanmar’s safeguards approach. The first day of the workshop focused on capacity building, including introduction to
safeguards concepts and requirements, and an exercise on REDD+ benefits and risks.
The second day focused on development of the roadmap, through group discussions on key issues such as goals and scope
of the safeguards approach, and timing and stakeholder involvement in prioritised activities. The final session included
reviewing a first draft of the roadmap document. The basic elements of the draft roadmap were agreed by the participants,
including a suggested set of goals for the national safeguards approach, a suggested scope, lists of past/ongoing relevant
activities, and proposed future activities and timeframes. It was emphasised that the roadmap is still draft, and will be shared
with the participants for their review, and can be considered a working document that may be revised if needed.
Key messages from the Roadmap Workshop included: the proposed timeline for some activities (e.g. consultations, PLR
review, etc) is perceived as quite short and flexibility is encouraged, especially as some activities will depend on the output
of the previous activity; and that previous work relevant to the safeguards may provide some useful inputs to the national
clarification on development of SIS.
De-brief meeting
On Friday we had de-brief discussions with the National Programme Director, Dr Thaung, and with the PMU. We reviewed
the next steps, including: preparation of a draft roadmap document for review; provision of inputs to the safeguards section
of the draft national REDD+ strategy; recruitment processes for the national safeguards consultant and PLR review team; and
proposed training on safeguards (as part of a capacity building plan, with one training per quarter on REDD+ topics). We also
looked again at the safeguards component workplan and made several small revisions based on the outcomes of the mission.
