No, it should not be labeled a joke, because it's certainly not a joke, even if it's presented in a lighthearted vein. In particular, the list of Grammar and Usage Hobbyhorses is a completely serious list of wrongheaded non-rule "rules" perennially pushed on the project by autodidacts and the semi-educated.
