The sourcing for this article just is not good enough for a WP:BLP. Even the 2011 archive, which is the furthest back that I could find, is a dead link. In any case, cotonsport.com would not have been an independent source. I couldn't find any WP:SIGCOV under "Paul Bingan", "Paul Alain Bingan" or "Alain Bingan" or even anything to get this over the bare minimum of WP:SPORTBASIC #5.
