Cannabis Indica

The Crime League is a group of supervillains from the Freedom City campaign setting of the role-playing game Mutants and Masterminds. They are loosely modeled on the Legion of Doom or the Secret Society of Super-Villains.

The Crime League consists of:

Blackstar - Renegade Star Knight, analogous to Sinestro. His Shadow Bands allow him to manipulate a Darkforce-like energy.

Devil-Ray - Analogous to Black Manta. His stolen M.A.N.T.A. (Marine Augmented Naval Test Apparatus) suit is similar in powers to that of Marvel's Stingray.

Dr. Simian - Genius ape bent on conquering mankind, analogous to Gorilla Grodd, though his origin is similar to Marvel's M.O.D.O.K..

Dr. Stratos - Analogous to Weather Wizard.

Hiroshima Shadow - Somewhat similar to Marvel's Radioactive Man or an evil version of Sunfire.

The Maestro - Directly analogous to the Fiddler.

Medea - Immortal witch, apparently the same Medea from mythology. Possibly inspired by Circe's role as a Wonder Woman villain.

Orion the Hunter - Expert marksman, similar to Deadshot though background is similar to Kraven.

Wildcard - Gambling thrillseeker with unreliable luck powers, combines the Joker and aspects of Longshot and the Black Cat.

As seen above, the characters are not all direct swipes of existing supervillains; they often combine traits from several characters from the "big two" comic book publishers. The disparate nature of the Crime League means they can be used in a variety of ways in the game, but their clashing egos and goals mean that they are usually poorly organized and sometimes divided by infighting. The Freedom City sourcebook also recommends other villains that might join or be hired by the League for a specific style of campaign.
