Hi Geraldine Aino. I recently saw your concerns that you posted regarding the article "Commission on Graduates of Foreign Nursing Schools" in several different forums, including Administrators noticeboard/Incident, Teahouse, and on DoubleGrazing’s user talk page. Specific concerns you noted were that the article "author is also the publishing entity", that the article contained "terrible citations (two which did not even mention the group at all)", and that the article also "does not pass any notoriety policy I could find."
To your first point, which appears to have already been addressed several times, articles from autoconfirmed users do not need to go through the AFC process to have an article published; however, they do need to be approved by "New Page Patrol" before they are indexed on search engines. Experienced article creators can either apply for (or, as in my case, be nominated by another user for) the "autopatrolled permission", which allows articles to be "autopatrolled", allowing articles they create to bypass the need for a new page patroller to manually review the article.
To your second point, I do not agree with the characterization that the references in the article in question were "terrible”, nor does the evidence support the claim that "two which did not even mention the group at all." The article has five references, one was a self-citation from the source itself, three are articles published in peer-reviewed nursing journals, and a report was written by a research attorney for the Connecticut General Assembly. While two do not mention the Commission on Graduates of Foreign Nursing Schools/CGFNS in the source title, all sources do mention the organization in the source bodies and support the information in the article.
To your third point, I also disagree with claims that the subject does not fall under any "notoriety policy". I feel the article meets the WP:NONPROFIT notability standard. To meet this standard, the subject must be a "non-commercial organization", "the scope of their activities is national or international in scale", and "the organization has received significant coverage in multiple reliable sources that are independent of the organization." I feel all three of these are clearly met. I also want to make it clear that I do not have any WP:Conflict of interest with this organization.
In general, if one has concerns about an article’s quality (including its notability), I feel, in many cases, it is best to start a discussion on the article and ping the article creator and frequent contributors to discuss your concerns (although this is optional). If an editor does feel that an article does not meet Wikipedia standards, they can also peruse avenues to request that the article be deleted. While there are different processes to request a page be deleted, the most appropriate avenue for an article like "Commission on Graduates of Foreign Nursing Schools" would be to nominate the article for deletion per the Wikipedia:Articles for deletion guidelines. - Thanks but your answer is exactly the reason I did not contact you about it in the first place. Why would you admit anything wrong with the article? But honestly the issue is not with you (thus why I have never mentioned you with any concern), but with the double standards on Wiki. I have very well written articles with excellent citations that prove out their qualifications to be on this platform according to all the documentation, yet I am told that these aren't ready yet. Then I look in an article like yours and I think there's no way this would ever pass AFC if I wrote it. I can guarantee you that if I wrote your article and tried to put it through the AFC process, it would never get through, regardless of your arguments here. The issue to me is that there seems to be a different standard for people who are deemed certain levels of experience and cannot be touched because other Admins don't want to get into a dispute with another admin. At least that's how from what I've seen. Nonetheless, I appreciate your response and I probably should have done you the service of placing my concerns on your talk page so you were aware. Apologies.
