Appears to be decorative use. The given purpose of use is that the file is used "to illustrate the differences in the song in both media", but this file does not actually contain any of the audio from the song. As such, this has an incoherent WP:NFCC#8 justification presently. I do not see a justifiable reason to use the non-free work even as a visual identifier, as this does not appear to be meaningful as a way to visually recognize the rap; it is not a music album/single cover. — Red-tailed hawk (nest) 17:06, 29 April 2023 (UTC)[reply]

There's currently a {{PD-ineligible-USonly}} tag on the page. The uploader initially indicated that they believe this is a Pakistani work, but they have since removed that claim. I can't find any good reason why this is ineligible to be moved to Commons—this is almost certainly a U.S. work given that it was created by Google (a corporate U.S. person) and was simultaneously published globally—so I would like to start a discussion on whether or not it is appropriate to move this file to Commons. — Red-tailed hawk (nest) 18:39, 29 April 2023 (UTC)[reply]

I am sorry about tagging it as Pakistani work because it was by-mistake, as far as licensing issue is concerned I thought it may not meet the threshold of originality guidelines, that's why I tend to use a PD-ineligible-USonly tag but do whatever has the most support If you believe. This image is used in precisely one article, in its infobox. However, that article is not about the memorial; the article is about a historical event that occurred in 1992. That article wholly lacks sourced commentary on the work depicted in this image, so this fails WP:NFCC#8. Additionally, this image violates WP:FREER; while there is no commercial freedom of panorama in Azerbaijan, there is nonetheless a (thin) copyright that arises from how the photographer chose to frame this memorial but we do not have a free license from the photographer as it pertains to any copyright they may hold. Therefore, this image not only violates WP:NFCC#8 in the context of the article, but also WP:NFCC#1 more broadly, and this file should be deleted as such. — Red-tailed hawk (nest) 19:59, 29 April 2023 (UTC)[reply]

I can add sources for the work depicted in the image. It should be also noted that up until recently the work depicted in the image was under Armenian domain. I think its pretty important for the image to exist, as it adds to the article significantly, and besides that article, the work won't be used extensively.
