  @Kingsif. He does not have to "take defacto power" as you wrote above, because in an aspiring democracy, the citizens temporarily give power to the elected. The Wikipedia project should be reflect his WP:COMMONNAME now because he is currently, better known worldwide, than "Admiral Edmundo González Robles is a Chilean admiral, former commander in chief of the Chilean Navy, appointed by the Supreme Government of Chile for the period June 2009 - June 2013."

  This "former" commander's recent past appointment is not comparable to the current candidate to elective office per Wikipedia:PRIMARYTOPIC.
