2017 Arbitration Committee Elections

Status

It is currently 18:25 (UTC), Tuesday, 14 May 2024 (Purge)

During the 2012 Arbitration Committee Election Request for comment, it was decided by consensus that a three-member Electoral Commission would be created to address issues arising during the Arbitration Committee elections. This decision was reaffirmed in subsequent years and the existence of the Commission is now part of the standard procedure for the annual elections. The Electoral Commission is reconstituted each year for purposes of that year's election.

Editors wishing to volunteer as a Commissioner for 2017 should create a section on this RfC. All editors are encouraged to comment on the suitability of the volunteers for this role. Three volunteers with the strongest support, determined by consensus based upon comments posted until one week after the close of nominations, will be chosen as Commissioners. Any remaining applicants who have consensus support but are not in the top three will be designated as reserve Commissioners, to be called upon if one of the Commissioners is unable to serve. If the consensus is not readily apparent, one or more bureaucrats will help close the discussion.

The mandate of the Electoral Commission is to deal with any unforeseen problems that may arise in the 2017 Arbitration Committee election process, and to adjudicate any disputes during the election. However, members of the Election Commission should intervene only when there is a problem that needs resolving, and either discussion is not working, the rules are unclear, or there isn't time for a lengthy discussion.

In addition, while the Electoral Commission is not responsible for logistics of the election, the Commissioners should also help ensure that preparations for the election—such as setting up the relevant pages, posting notices of the election in the appropriate places, and asking the Office to configure the SecurePoll voting interface—move forward in a timely fashion.

Commissioners and reserve members are not eligible for election to the Arbitration Committee during this year's election. Commissioners must be able and willing to satisfy the requirements of the access to nonpublic information policy.

The timeline for the appointment of the 2017 Electoral Commission is as follows:

  • Nominations: Friday 00:00, 6 October – Friday 23:59, 13 October (8 days) Extended to Monday 23:59, 16 October (11 days) due to low participation – see talk page discussion
  • Evaluation period: Saturday 00:00, 14 October – Friday 23:59, 20 October (7 days) Tuesday 00:00, 17 October – Monday 23:59, 23 October (7 days)
  • Commission selection: completed by Friday 00:00, 27 October
    User:Ymblanter resigned 15:13, 12 November 2017 (UTC)[reply]
User:DoRD moved from reserve to active commissioner per the standby plan and acceptance. 17:02, 14 November 2017 (UTC)[reply]

I am disappointed with the low participation, and I think as far as we have ArbCom, the elections must run smoothly, since this is important. Somebody has to do the job, and I self-nominate for this role. I must say I have no experience with organizing elections, but I have seen the last several ArbCom elections, and I expect this to be manageable (though it would be great to have at least one member of the committee with previous experience). I am also perfectly fine with the possible situation when suddenly there are better candidates than me, I would not nominate myself if several qualifies candidates were already nominated.--Ymblanter (talk) 07:48, 12 October 2017 (UTC)[reply]

Much like Ymblanter, this is very much an "it's a dirty job but someone's got to do it..." self-nom. As an ex-Arb I've seen this process through from the other side, and as a current CU and Oversighter I'm already signed up to the ANIP. If there are better candidates with their hats in the ring by the time the evaluation period starts then please do vote for them, but failing that, I'll step up to the plate. A proper selection process generally needs more candidates than spaces, so I am putting myself forward. I have no experience with Arbcom or its politics whatsoever and am totally neutral on who might be elected to it. I have examined the previous Arbcom election archives in detail to understand the process and what is actually happening here. I have helped in real elections, helped with student elections and even organized a mock election for a model House of Commons. Members of my extended family have been politicians and parliamentarians. In short, I know about elections. I don't mind if you think I am suitable or not, I am here to give people a choice. As Yunshui said above, it's a dirty job but somebody has to do it. I'm an admin and an OTRS agent, and not only am I over 18, I think half of my wardrobe is too :-/ I've got no interest in being an Arb whatsoever and think I'd be atrocious at it, my email inbox is an official disaster area anyway and when discussions get too long I tend to switch off and look at pictures of cats on the internet.

I have previously run a few small society elections (using the Single transferable vote as defined by the Electoral Reform Society), including one occasion where I elected someone I didn't personally like but who won the vote fair and square. On a wider picture, I campaigned for Labour in the last UK election in a safe Conservative seat, and supported Remain in the Brexit Referendum, so I'd like to think I know just what it's like to accept a result I don't personally agree with.

I'm not particularly fussed about getting the job or not, and if you'd rather pick somebody else, that's no problem. Ritchie333 (talk) (cont) 10:38, 12 October 2017 (UTC)[reply]

Comments about Ritchie333[edit]

  • Since I seem to have a large mandate to do the job, I suppose I ought to find out about what it entails. As far as I can tell, in an ideal case, I shouldn't have to do anything, as everyone will get on fine with everyone else and nobody will drop out of the election, nor will an existing arb get burned out and retire during the same time period. But if any of those things do happen, the EC should step in, assess the situation and say, "okay, we could discuss this all day but we need to make a decision, so we're going with 'xyz'". Does that sound about right? To give a real world analogy, I guess it's a rough equivalent to deciding to call another recount at Fife North East and Hastings Ritchie333 (talk) (cont) 13:55, 18 October 2017 (UTC)[reply]

Hello. I'm offering to assist with the Arbcom elections. I have experience with this in the past, I believe I have stood on this committee 2 or 3 times in the past. I value integrity and fairness pretty highly and I have a healthy skepticism for my own biases. I have zero interest in being an Arb, myself, and I question the sanity of anyone who does, but I'd be happy to assist in the process.--v/r - TP 20:57, 12 October 2017 (UTC)[reply]

I might as well throw my hat in the ring, in case one of the other volunteers can't serve for whatever reason. I'm an administrator, CheckUser, and Oversighter, so I've already met the requirements of the access to nonpublic information policy. —DoRD (talk) 21:09, 12 October 2017 (UTC)[reply]

Withdrawn Candidacies[edit]

Hello fellow Wikipedians.

I am putting my name forward for the 2017 Arbitration Committee Electoral Commission. While I'm not an admin I have a significant experience in closing disputed RFCs (Examples: 1 2 3). I believe this experience in resolving some of the more controversial community issues prepares me well for this role. I think they demonstrate both my ability to work with others in making a controversial decision on behalf of the community, and my ability to craft carefully worded statements where mistakes can have outsized consequences.

If elected, I hope to allow the community to discuss any issues that arise to the maximum extent possible, even if that discussion must be abridged. I understand that this is not always possible and in that case, the EC will just have to do its best. I understand the role of the Electoral Committee, and hope that this nomination is the last the community will see of me during this process. I am also saddened by the lack of interest so far in this position - this is a needed safety valve in the process that shouldn't be neglected. I encourage others who may be considering a run to do so. I am willing and able to sign the access to nonpublic information policy if selected. Thank you for your consideration. Tazerdadog (talk) 04:41, 10 October 2017 (UTC)[reply]

When I put this candidacy forward, I was worried about there being sufficient candidacies for the committee. Now that there are seven other candidates, most of whom, frankly, can do the job better than I can, it's time for me to withdraw my name. Thank you to everyone who endorsed me, and also to @TonyBallioni:, who has given me something to chew on. Tazerdadog (talk) 08:10, 14 October 2017 (UTC)[reply]

  • I have endorsed Tazerdadog because I see significant value in a non-admin Electoral Committee member. We need a commission that understands both administrators and ALSO non-administrators.  — Mr. Guye (talk) (contribs)  19:04, 12 October 2017 (UTC)[reply]
  • I have significant concerns with their actions while closing RfCs, especially the recent sports RfC, where Tazerdadog did a non-admin closure with another non-admin that both exceeded the scope of the RfC and included a line about the relationship between SNGs and the GNG that directly contradicted WP:N when the RfC had not been advertised as being about SNGs other than NSPORT (and where at least one subsequent community-wide RfC on an SNG has held their finding to not be true). The schools RfC was also a convoluted close where the closers went beyond answering the RfC question asked. Given that the previous RfC on arbcom election rules is widening the authority of the electoral commission in dealing with comments, I wouldn't feel comfortable with Tazerdadog being on the commission. • The first RFC mentioned above may be found here. The second is the third example in my candidate statement. Tazerdadog (talk) 07:52, 14 October 2017 (UTC)[reply]
  • The subsequent community-wide RfC on an SNG [that] held their finding to not be true refers, I think, to this. Snuge purveyor (talk) 18:23, 14 October 2017 (UTC)[reply]
