7th Civil Support Command[edit]

The 7th Civil Support Command is an United States Army Reserve unit based in Kaiserslautern, Germany. It is the only Army Reserve unit stationed outside of the United States, and the only general officer-level command assigned to an active component command. The 7th Civil Support Command is a direct reporting unit of the 21st Theater Sustainment Command, as part of U.S. Army Europe.

Mission[edit]

The Mission of the 7th Civil Support Command is to anticipate, plan, and coordinate with U.S. Government agencies and Foreign Nations in order to rapidly, smoothly and efficiently provide a coordinated Department of Defense Disaster Response to a Host Nation when requested in support of the U.S. Army Europe and U.S. European Command missions as the Joint Task Force – Consequence Management. The 7th Civil Support Command forms the core of U.S. European Command’s Joint Task Force for Consequence Management. When called upon, the joint task force provides mission command for designated Department of Defense forces to requesting nations in order to save lives, prevent further injury, and provide critical support to enable disaster recovery.

Foreign Consequence Management[edit]

Foreign Consequence Management is the assistance provided by the U.S. Government to a requesting host nation in response to a deliberate or inadvertent chemical, biological, radiological, or nuclear attack or event, and to restore essential operations and services. The joint task force is a scalable force; tailored to the size and scope of the disaster response, and supplemented by personnel from the 21st Theater Sustainment Command and other external services and organizations.

Partnerships[edit]

The 7th Civil Support Command is regionally engaged with U.S. allies and partners to strengthen alliances by continuously executing building partner capability and capacity missions in order to prevent, shape and win. This enables the Department of Defense to meet its objective of providing innovative and small-footprint approaches to achieve our nation’s security objectives. As the joint task force headquarters, we partner with joint, intergovernmental, interagency, and multinational civilian agencies and partner militaries such as: 21st Theater Sustainment Command, U.S. Army Europe, U.S. European Command, the Defense Threat Reduction Agency, and U.S. Army North.

Subordinate Commands[edit]

7th Civil Support Command is comprised of seven direct reporting units that provide a wide range of capabilities in support of the Foreign Consequence Management mission while simultaneously providing a trained and ready force pool to support overseas contingency operations. Each unit stands ready to deploy and simultaneously provide theater and expeditionary consequence management, civil affairs, medical, liaison, professional military education, human resources, and chemical, biological, radiological, and nuclear support, expertise, and capabilities.

The 7th Training Brigade provides relevant and responsive professional military education and leader development training.

The 196th Medical Support Unit is trained in chemical, biological, radiological, and nuclear medical consequences analysis in order to mitigate human casualties and provide augmented medical care in support of humanitarian and combat missions in a joint and coalition environment.

The 209th and 2500th Digital Liaison Detachments provide liaison capability between Army forces, Joint/Coalition Forces Land Component Command, joint task force, subordinate and multinational headquarters to ensure communication, mutual understanding, and unity of purpose and action.

The 361st Civil Affairs Brigade conducts civil affairs operations in support of U.S. Army Europe missions to support the commander in planning and conducting civil-military operations and promoting stability. Subordinate to the 361st CA Brigade is the 457th Civil Affairs Battalion. The 457th CA Battalion consists of Headquarters and Headquarters Company, Alpha Company, Bravo Company, Charlie Company, and Delta Company.

The 406th Human Resources Company provides mission command, personnel accountability, onward movement, and postal support to all assigned or attached personnel and units in theater. Subordinate units to the 406th HR Company are the 221st Public Affairs Detachment, the 589th Engineer Detachment, the 793rd Movement Control Team, the 1172nd Movement Control Team, and the 1177th Movement Control Team.

The 773rd Civil Support Team, as the only CBRN asset remaining in U.S. Army Europe, specializes in the identification of chemical, biological, radiological, and nuclear agents and substances, assesses current and projected consequences before, during, after an incident, and advises the incident commander on response measures.

History[edit]

The Army Reserve in Europe traces its history back to 1956, when the first Army Reserve units were established in Europe. For more than 30 years, Army Reserve Soldiers in Europe served in a variety of capacities and capabilities until the 7th Army Reserve Command activated provisionally in January 1986. Soldiers and units of the 7th Army Reserve Command have deployed in support of Operations Desert Shield, Desert Storm, Joint Endeavor, Joint Guard, Iraqi Freedom and Enduring Freedom, to name a few.

The Army Reserve in Europe transformed again when the 7th Army Reserve Command was designated as the 7th Civil Support Command in September 2009. Today, the 7th Civil Support Command provides the 21st Theater Sustainment Command, U.S. Army Europe, and U.S. Army Africa with trained and ready units with many different types of support including civil support and civil affairs. In its role as the Joint Task Force - Consequence Management for European Command, the 7th Civil Support Command provides Mission Command for designated Department of Defense forces to requesting host nations in saving lives, preventing further injury, and providing critical support to enable disaster recovery.

As the Army Reserve command stationed on foreign soil, the 7th CSC Citizen-Soldiers are “An Ocean Closer” to assist during catastrophic events throughout in Europe or Africa.
