The Interstate Horseracing Act is a United States federal statute enacted in 1978 by the 95th United States Congress and signed into law by President Jimmy Carter that regulates interstate horse gambling. The law allowed for interstate gambling on horses, while deferring much regulation to the states and the tracks that run the races.[1]
