He is rather active on a few other projects. He did mention to me a couple of days ago on IRC that he was looking at appealing his ENWP block at the end of April or maybe May. This is per a unification as he was renamed on ENWN on 6th [1], on ENWT on 6th [2], on SimpleWP Thursday morning (UTC) [3], on Meta a few hours ago [4] and has filed CHU requests on other projects where he is not blocked and has a significant number of contributions: CAWP [5], ESWN [6], LAWP [7], and RUWP [8]. I have not found a request to be renamed on Commons. He has re-created on other projects once those renamings had been done so it is likely to be the same here & the re-creation would need to be blocked too.
His block comes from wanting to change user names to Diego Grez a few months ago and when asked about it he confessed to owning the blocked User:Diegogrez account. User:MisterWiki got blocked for socking/block evasion. After that was resolved then there was this edit [9] a little later which i can't see that resulted in another block, and then calling admins nazis in this edit [10], which he later struck, that earned him a 10 year block which was later changed to infinity.
He seems to be making an honest attempt at being good elsewhere and he is using his talk page to draft an improved Villa Los Navegantes which is what we had been primarily discussing on IRC.
