I requested that this user change their username because of the potential conflicts of having a username of a nation/state/dispusted region, (as per the discussion at Wikipedia_talk:Username#Names_of_countries.2C_or_of_large_or_disputed_regions) I asked the user to please file a request on WP:CHU, however the user never made any acknowledgement to my message so, after 48 hours, I blocked them. Then I agreed to unblock them so that they could file a request. However this user editted an archive instead [2]. Which is why I attempted to make the request on their behalf. [3] However when I first did this, the request was denied [4] because the user's main userpage had been tagged with an indefinite block tag. Basically I don't want to completely drive this user away from the project, and I have asked the user to make a request again, this time in the correct location, however judging from his/her prior use of talk pages, and prior misreading (or misinterpretation of) the instructions, I am not certain my message will get across. Which is the reason that I am making this request upon their behalf. Also Nichalp left a message on my talk page asking me to repost this info here for other bureaucrats to evaluate. Have the user post an assent somewhere (doesn't really matter where; here, thier talk page, your talk page, anywhere) and we'll take care of it.
