Wikipedia also has experience using files, and usually uploads them from Wikimedia Commons and adds them to Wikipedia. Editing files in Wikipedia is not good, but for now, I think this permission has limited meaning in Wikipedia, so I ask for permission.

To be precise, I want to use it when moving files from Wikimedia Commons.

I'm not trying to move from Commons to Wikipedia. I just want to use it to move files from Wikimedia Commons. In common, when moving a file, it is not immediately moved and a move request tag is created.
