I might be able to explain the link to Wikipedia:WikiProject Countering systemic bias. One of the systematic biases on Wikipedia is that it is centered on the United States of America. The question "where?" implies that it should not be assumed that the text relates to the USA, but rather the location should be specified. Having said that, I agree the link is not ideal. I'm also not sure I understand why it links there. While I agree it's a likely bias for an american reader that an un-named location might be assumed to be the US, I don't see that being a general assumption, nor that linking to this wikiproject serves any real purpose. The project page provides no guidance to finding where something happened nor how such a location should be included.
