English: Two page totally confidential, direct and immediate letter from the Minister of Finance to the Minister of Foreign Affairs (Hossein Fatemi) about creating a foreign information network for controlling smuggling
In this letter, the Iranian Finance Minister emphasized the necessity of creating an information network outside the country in view of the increase in smuggling. In this regard, the Foreign Minister has been requested to be taught in the Iranian embassy in Iraq for using knowledgeable and trusted informants to control smuggling. The monthly payment and expenses for each commodity discovered is a measure of the Ministry of Finance to encourage these informants to continue to cooperate.
فارسی: در این نامه، وزیر دارائی با توجه به افزایش قاچاق، بر لزوم ایجاد شبکهٔ اطلاعات خارج از کشور تأکید کرده‌است. در همین راستا از وزیر امورخارجه درخواست شده، به سفارت ایران در عراق آموزش داده شود تا برای کنترل قاچاق، از مخبران آگاه و مورد اعتماد استفاده شود. پرداخت حق مخبری و حقوق ماهیانه و هزینه‌های صرف شده برای هر کالای کشف شده، از تمهیدات وزارت دارائی برای تشوق این افراد برای ادامهٔ همکاری است.
